Is it compulsory to install a lift in a residents' community?

Article 10 of the Horizontal Property Law establishes that accessibility works are compulsory when requested by owners with disabilities or over 70 years of age, provided the annual cost per dwelling does not exceed 12 ordinary monthly charges.
